The first line of the Great Commission.  Jesus approached the eleven disciples mentioned in verse 16.  He came to them and then he spoke.  Verse 17 mentions that some doubted.  It is possible that as Jesus approached them, they did not at first recognize him or at least were uncertain until he spoke to them.  The first sentence out of the mouth of Jesus most certainly dispelled any doubt whatsoever in the minds of those whom were being addressed. 

"All power is given unto me in heaven and in earth."

This first statement of the Great Commission identifies who has all power.  The NKJV renders the words "all power" as "all authority."   Paul in his epistle to the Ephesians spelled it out completely...

Eph 1:19-23
(19) And what is the exceeding greatness of his power to usward who believe, according to the working of his mighty power,
(20) Which he wrought in Christ, when he raised him from the dead, and set him at his own right hand in the heavenly places,
(21) Far above all principality, and power, and might, and dominion, and every name that is named, not only in this world, but also in that which is to come:
(22) And hath put all things under his feet, and gave him to be the head over all things to the church,
(23) Which is his body, the fulness of him that filleth all in all.

When Jesus claimed all power or authority, he left none for anybody else.  This means us too.  We have no authority whatsoever in the grand scheme of salvation.  We have no choice but to obey and our obedience cannot be selective, it must be total.  We simply were not given the authority to choose what we would or would not obey.

Jesus also had the authority to send the Holy Ghost after He had ascended to Heaven.

But when the Comforter is come, whom I will send unto you from the Father, even the Spirit of truth, which proceedeth from the Father, he shall testify of me:

Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.
